Homeowners Tax Relief Grant - 2009 Update

First authorized by the Governor and Georgia Legislature in 1999, the Homeowners Tax Relief Grant (HTRG) provided a tax relief credit which, for the past several years, had amounted to the equivalent of an extra $8,000 in homestead exemption value. This credit relief, by law, was shown on property tax bills with homestead exemption as a credit against taxes that would have otherwise been due and paid by the homeowner. For Coweta County, in 2008, this amounted anywhere from a maximum of $212 to $280 per homestead property depending on which taxing district the homeowner lived. The grant actually meant the State was paying a portion of the homeowner’s tax bill by reimbursing each county for that county’s amount of the grant. Coweta’s portion of the 2008 grant was $5.9 million. Of this approximately $2 million was disbursed to the County Commissioners, $3.7 million to the Board of Education and the rest to the state and various cities within the county.

However, due to declining revenues at the state level, the Governor and Georgia Legislature did not fund the grant for the 2009 tax year. According to legislation passed, the grant will not be funded in the future unless state revenues increase by 3% plus the rate of inflation.

In summary, the Homeowners Tax Relief Grant was not funded for 2009; therefore taxpayers with homestead properties will not see the HTRG tax credit on their 2009 property tax bills.
